5.0 General Comments:

5.1 Cost and Security of Title:

These land options are generally NOT available for outright purchase, but will be secured by way of Notarial long-term lease arrangements, starting with 30-year or longer (provisional) leases and with options to extend and renew the leasehold title.

5.2 Community participation:

Because these countries have large unemployed populations, in these rural areas, it will be useful to engage and partner with these communities, via the land-lease arrangement, for the provision of labour for planting, maintenance and harvesting, as well as for the production of inter-row and other parallel food crops.

5.3 Out-grower Plantation Development,
      Maintenance and Harvesting:

An "Out-grower model" has been developed in each of the following; Zambia, Malawi, Kenya, Mozambique and Swaziland already (by existing BioFuel crop developers), established in those countries. This ensures active and committed participation by the rural people that were previously reliant mostly on subsistence agriculture and a pastoral livelihood.

5.4 Everyone wins:

This model also results in a win-win situation, insofar as access to the land for inter-row food-cropping being retained by these Out-grower (Co-operative) members.

No-one is then deprived of their land or access thereto and no removals or relocations are necessary, further cementing and strengthening sutainable community relations.
